Toronto police have made a fourth arrest in a months-long investigation into a group accused of stealing goods from retail stores across the city, while one man remains wanted. The alleged losses, accumulated over roughly nine months, exceed $35,600.
What police say happened
According to the Toronto Police Service, the thefts took place between mid-January and Oct. 11, 2026, at various retail locations around Toronto. Investigators allege the suspects acted together, and they put the combined losses at $35,606.80.
The case has produced a large number of charges. Four people are now in custody, and the counts against them together approach 70 theft-related offences, alongside separate allegations of breaching court orders.
Who has been charged?
Police announced the arrests in stages over October.
- Jacob Doucette, 35, of Toronto, was arrested Oct. 11 on theft and disguise counts, plus allegations of violating probation.
- Camille Dobson-Boire, 31, of Toronto, was arrested the same day on theft and disguise counts, plus an allegation of disobeying a court order.
- Evan Douglas-Fish, 28, of Toronto, was arrested Oct. 17 and faces theft and disguise counts, along with allegations of obstructing an officer, impersonating someone to avoid arrest, and failing to attend court.
- Charles Clarke, 42, of Toronto, was arrested Oct. 22 and is accused of numerous theft counts and breaching probation.
Clarke was scheduled to appear at the Ontario Court of Justice at 10 Armoury Street on Monday, Oct. 26. None of the charges has been tested in court.
Who is still wanted?
Richard Hoskin, 45, of Toronto, remains at large. Police say he is wanted on 14 theft-related counts, including theft and disguise with intent, and on 15 counts of failing to comply with a release order.
He is described as about five-foot-10 and 200 pounds, with short brown hair and blue eyes. Police have released an image of him.
Why does this matter?
The probe covers thefts reported over many months, suggesting investigators see the incidents as linked rather than isolated. Because several of the accused also face allegations of breaching earlier court orders, the case may draw attention to how repeat offenders are handled.
Police say the investigation is ongoing and ask anyone with information to call 416-808-1100.
